Quality standards and guardrails

Problem

As more contributors work on the Cloud Suite's account, project, and workspace lifecycle flows, there are no defined quality standards or automated guardrails to maintain consistency. Different developers make different assumptions about error handling, validation, UI patterns, and data flow, leading to an inconsistent user experience across features. Without explicit standards and enforcement (linting, review checklists, test coverage requirements), quality will degrade as the contributor base grows.
